Frank Gillies: Narcotics detective. Sam Harper's partner of four years before he died in the line of duty. Gillies was knee-deep in gambling debts and had access to more connections than a long-distance operator. The question is: was he dirty?

Roxanne Lewis: She's definitely hiding something, but what? Claims she's innocent -- that's what they all say when they hear the clinking sound of the cuffs as they snap shut around their wrists.

Alvin Quinn: Former owner of the Harbor View Apartment building.

Jimmy T. Owens: Drug dealer. Harper's most wanted. Harper would do anything ... well ... almost anything to see Owens behind bars.

Chuck Toomey: Owner of the Roving Dog Saloon. He's a police informant when it's convenient. When it's not, he'll wipe you out as fast as he cleans those glasses he keeps on the bar.
